Learnerships, Apprenticeships, Internships and Professional Registration

 

The Construction Codes seek to ensure that measured entities facilitate Bursaries, Learnerships, Apprenticeships and Internships for black people.

This includes employees and non-employees.

The target number of black people is set at 2.5% of total employees.

 

 

The Construction sector allows Bursaries to be included in the headcount claim normally only applicable for Learnerships, Apprenticeships and Internships.

 

Expenses on scholarships and bursaries for Employees do not constitute Skills Development Expenditure if the Measured Entity can recover any portion of those expenses from the Employee or

if the grant of the scholarship or bursary is conditional.

 

Despite the afore ongoing, if the right of recovery or the condition involves either of the following obligations of the Employee, the expenses are recognisable:

• The obligation of successful completion in their studies within the time period allocated; or
• The obligation of continued employment by the Measured Entity for a period following successful completion of their studies is not more than the period of their studies.

 

Categories A Programmes are the types of programmes that qualify as Internships in terms of the Learning Programme Matrix

The Codes define a Learnership as:

“ a work-based route to a qualification. It is a workplace education and training program comprising both structured practical workplace (on-the-job) experience and structured theoretical training”

 

The Codes define an Apprenticeship as:

“an agreement between an apprentice and an employer for a set period of time during which the apprentice works and receives training in the workplace;”

 

 

Categories C and D Programmes are the types of programmes that qualify as Learnerships in terms of the Learning Programme Matrix

Definition:

 

The Codes define an Internship as:

 

“an opportunity to integrate career related experience into an undergraduate education by participating in planned, supervised work.”

 

Learning Programme Matrix:

 

Categories B Programmes are the types of programmes that qualify as Internships in terms of the Learning Programme Matrix

Number of Black Employees registered as candidates with industry professional registration bodies as a % of the total number of such registered Professional Employees.

 

"A Professional means a suitably qualified practitioner requiring statutory registration with a recognised and authorised Council or Body in the Built Environment of South Africa; that monitors and regulates competency, codes of ethics and continuing professional development. Once registered as a Professional this person is authorised to practice in a field of expertise and is known as a “professionally registered person” or “registered professional”

 

Example for calculating 2.1.3.1 Number of Black People participating in Category A, B, C or D learning programmes as per the Learning Programme Matrix, as a percentage of the total number of Employees.

Step 1 – Calculate the % of All Black People (headcount)

 

Target headcount

= 2.5% of total employees

= 2.5% x 800

= 20

 

The total black achievement:

 

= (8+1+3+1)÷ 800

=1.625%

 

Step 2 – Calculate the Score Achieved:

 

The Achieved Score is therefore 1.625% / 2.5% x 3 points

= 1.95 points
